she is surely quarter...But　I see many people who resemble her in Japan. Frankly speaking all Japanese people are mix of Jomon(native Japanese also known as Ainu, Ryukyuan) and Yayoi(immigrants from Eurasia) so it's not strange someone like Hirai Ken exists.
